What Happened

On 1 August 2026,

launched the fully digital IMB Permit System through the OSS platform. The reform eliminates the manual paper-based process that previously required 14-18 weeks and $4,200 in intermediary fees. Australian investors paid an average of $15,200 in total permit costs under the old system. The new digital system reduces this to $2,800-$4,500 per application.

The Immediate Impact

Processing time collapsed from 16 weeks to 8-12 business days.

The digital portal integrates with the OSS-RBA platform that foreign-owned PMA companies already use for business licenses. Investors can now submit building plans, environmental impact assessments, and structural engineer certifications through a single digital workflow.

Key changes affecting Australian buyers:

No more multiple in-person visits.

The old system required 4-6 physical appearances at the land agency and municipal building office.

Standardised fee structure.

Published fee schedules replace the opaque "negotiation" system that added $1,800-$3,400 in unofficial payments.

Integrated land certificate verification.

The system cross-checks SHM/HP land titles against the national database — eliminating a key scam vector that cost Australian investors $6.8M in 2025.

What This Means For Existing Projects

Investors with IMB applications currently in process can migrate to the digital system without re-filing. The transition window runs until 31 October 2026. After that, all new applications must use the digital channel. Existing permits remain valid — but any modification or extension work now triggers the new digital process.

What You Must Do

Verify your PMA company is registered

on the OSS-RBA platform — this is a prerequisite for accessing the digital IMB system.

Prepare digital copies

of your land certificate, architectural drawings, and Geotechnical survey. The system requires PDF uploads under 10MB each.

Budget $3,500-$4,500

for the complete digital permit process — down from the $15,000-$18,000 range under the old system.

Don't sign intermediary contracts

promising expedited IMB processing. The digital system removes the bottleneck that made expediter services necessary.

Understanding

Bali IMB digital permits

is essential for Australian investors in Bali.

Can Australian investors apply directly?

Only PMA companies registered on OSS-RBA can submit. Individual investors must apply through a locally registered architect or building consultant.

How long does digital IMB approval take?

Standard applications with complete documentation process in 8-12 business days. Incomplete submissions trigger a 14-day extension without additiobalifees.

Bali's building Permit System underwent a major digital transformation in early 2027, cutting processing times from 60-90 days to 14-21 days. The new SIMBG (Sistem Informasi Manajemen Bangunan Gedung) platform allows online submission, digital plan review, and integrated approvals across multiple agencies. However, the transition has created confusion — some local offices still require physical documents alongside digital submissions, and the fee structure has changed. Working with a licensed arsitek (architect) who has submitted through the new system is essential to avoid the 4-6 week delays that cost builders AUD 400-600/week in holding costs.
