The Off-Plan Advantage: Lower Entry Price

Off-plan villas typically sell 15-25% below comparable completed properties. A two-bedroom villa in Pererenan priced at $220,000 off-plan would cost $275,000-$290,000 once completed. That $55,000-$70,000 gap represents the developer's cost of carry and your construction risk premium. Australian investors are drawn to the lower deposit requirements — staged payments of 30-50% over 18 months rather than a full lump sum. However, the

of

market carries specific legal risks under the PPJB (Pengikatan Perjanjian Jual Beli) framework that differ from Australian off-plan contracts.

The Completed Villa Advantage: Immediate Returns

A completed villa in Canggu generating $3,500-$5,500 per month in rental income starts paying immediately. Over 24 months (the average off-plan construction timeline), that completed villa produces $84,000-$132,000 in gross income — enough to offset the higher purchase price entirely, plus have you ahead. You can also verify construction quality, structural integrity, and permit compliance before purchase. Insurance is straightforward and occupancy rates are proven rather than proj

d. The

comparison shows the main trade-off is between saving $40,000-$70,000 upfront versus earning $84,000-$132,000 during the waiting period.

Risk Analysis: Where Aussies Lose Money

The three most common traps occur when developers delay completion beyond the PPJB contract date (average 14-month overrun in 2025-2026), when material quality falls below the showroom standard after Stage 1 payment, and when the promised rental guarantee programme collapses before the villa is habitable. Each trap costs Australian investors $15,

000-

$25,000 on average. The

data shows that 38% of projects completed in 2025 exceeded their original timeline by 10+ months.

The Verdict: Choose by Investor Profile

If you have 18-24 months before you need rental income, strong legal representation, and want the lowest entry price: off-plan delivers $40,000-$70,000 in savings. If you need immediate cash flow, want to verify what you are buying, or have limited Indonesian legal experience: a completed villa saves $10,000-$25,000 in hidden costs and legal fees. For Australian first-time buyers, the completed villa route avoids the most common $15,000-$25,000 traps that hit off-plan purchasers.

What are the main risks of buying off-plan property in Bali?

Key off-plan risks include: developer running out of funds mid-construction (stranded projects are common), delayed completion (6–18 months late is routine), quality and finishing not matching showroom standards, and legal issues with the land title after purchase. Mitigation strategies include milestone-based payments, independent legal reviews of the PPJB agreement, and visiting comparable completed projects by the same developer.
